Short answer: Serang Regency is identified by Banten’s investment agency as one of the province’s largest contributors, but the latest public provincial releases do not publish Serang’s own investment value, project count or job total. The evidence does show a large provincial inflow, a mixed local labour-market picture and a clear fiscal challenge: Serang’s 2026 budget documents still call for stronger PAD collection, including better use of government assets.
This is the evidence available to lawmakers and residents on 14 October 2026. It should not be read as a claim that every rupiah invested in Banten is located in Serang, or that every job reported at provincial level is a Serang job.
What is the latest investment evidence for Serang Regency?
The strongest verified figure is provincial. DPMPTSP Banten reports that investment in Banten reached Rp130.2 trillion in January–December 2025, equal to 108.95% of the Rp119.55 trillion target. The release says the investment absorbed 214,216 workers across the province. It also identifies Kabupaten Serang as one of the four biggest contributors, alongside Kabupaten Tangerang, Kota Cilegon and Kota Tangerang.
The same official release puts October–December 2025 investment at Rp38.6 trillion. A later DPMPTSP report says Banten’s investment reached about Rp66.3 trillion in the first half of 2026. Neither release gives a Serang Regency subtotal. The 2026 report instead focuses on the quality of investment: links to local suppliers, vocational skills, technology transfer and wider economic value.
That missing geographical subtotal matters. BKPM’s open investment dataset is built from companies’ quarterly LKPM reports filed through the OSS system. Its fields include province, kabupaten/kota, investment value in million rupiah, investment status and Indonesian workers. In principle, that structure can answer the Serang question. But the public provincial narrative reviewed for this article does not display the Serang row or explain whether the headline number represents new projects, expansion, realised spending, or a combination by reporting period.
Are investment headlines translating into jobs?
BPS Kabupaten Serang provides a more precise local labour snapshot, although it is not an investment-impact study. In August 2025, the regency had 873.86 thousand people in the labour force and 797.49 thousand people working. The open unemployment rate was 8.73%, down 0.45 percentage points from August 2024.
The improvement was uneven. BPS recorded 354.78 thousand workers in formal activities, or 44.49% of the employed population, up 0.59 percentage points year on year. Employment rose in agriculture and services, but employment in industry fell by 29.65 thousand compared with August 2024. That is why a provincial investment total cannot, by itself, prove that industrial investment is creating enough stable work for Serang residents.
The regency’s 2025 planning document names the problem directly: local skills do not yet fully match productive sectors, while the investment climate and the capacity of local businesses still need strengthening. The 2025–2029 RPJMD places investment alongside expanded work opportunities, local potential and environmental safeguards. Those are policy directions, not evidence of jobs already delivered by a named project.
What does PAD show?
PAD, or Pendapatan Asli Daerah, means locally generated revenue—principally local taxes, retributions, separated management of regional assets and other lawful local receipts. It is different from transfers from the central or provincial government. A factory may increase economic activity without producing an equivalent rise in PAD if the relevant tax or levy is collected by another level of government, is not yet due, or is not properly recorded.
Serang’s APBD 2025 was set with planned revenue of Rp3.55 trillion and planned expenditure of Rp3.71 trillion. For the 2026 draft budget, the regency reported adjusted planned revenue of Rp3.19 trillion, planned spending of Rp3.29 trillion and a Rp100.5 billion deficit covered by net financing. In that 2026 budget discussion, the regent specifically instructed agencies to seek PAD improvements, including by identifying government assets that could generate revenue.
These are budget plans, not audited proof that investment has increased PAD. The public budget article does not provide a project-by-project link between investment, taxes paid, jobs and PAD. That is the central accountability gap for DPRD Kabupaten Serang.
What do we know—and what remains unclear?
Verified facts:
- Banten recorded Rp130.2 trillion in investment and 214,216 jobs in 2025.
- Kabupaten Serang was named among Banten’s largest investment contributors, but no Serang subtotal appears in the cited provincial release.
- Banten reported about Rp66.3 trillion in investment in the first half of 2026; a Serang breakdown was not published in that report.
- Serang’s August 2025 unemployment rate was 8.73%; formal employment was 44.49% of workers.
- Serang’s 2026 budget discussion called for stronger PAD collection and an inventory of usable regional assets.
Still unclear: the Serang-specific investment value; the number of projects by sector and investment status; Indonesian and foreign worker counts; the share of workers recruited from Serang; wages, contract status and training outcomes; tax and retribution receipts attributable to major industrial sites; and the audited 2025 or 2026 PAD realisation.
Those are the figures lawmakers should request in a single reconciled dashboard from DPMPTSP, Bapenda, BPS, the labour office and major industrial estates. Until that happens, “investment creates jobs and PAD” remains a reasonable policy objective—but not yet a fully demonstrated Serang result.
