SERANG, 14 October 2026 — The quickest answer is to audit three things together: what the contract promised, what the government paid for, and what residents can physically use. DPRD Kabupaten Serang should not treat a ribbon-cutting or a progress percentage as proof of delivery; it should reconcile documents with measurements, material tests, drainage flows and bridge-safety records.
Official information available by this working date confirms that the Banten provincial government planned 2026 connectivity work in Kabupaten Serang, including work on the Gunung Sari–Mancak–Anyer route, rehabilitation of Cipatuk Bridge and repairs on the Ciruas–Pontang route. It also lists 2026 targets of 51.48 kilometres of neighbourhood roads and 11.76 kilometres of drainage in the regency area. Those announcements do not, by themselves, prove that each package was finished, paid in full or performing properly.
What should DPRD test first?
Begin with a package-by-package register. For every road, bridge or drain, request the tender and contract number, contractor, supervising consultant, location coordinates, bill of quantities, drawings, schedule, change orders, payment certificates, test results, photographs and the handover record. Compare the promised length and specifications with the quantities certified for payment. A missing coordinate, vague location or unexplained quantity change is an audit question, not a completion certificate.
The council should also separate authorities. The October announcement concerns provincial programmes carried out in or serving Kabupaten Serang; other roads may be under the regency, a city, the national government or a village. The audit file must identify the asset owner and funding source before DPRD attributes responsibility.
How can a road be checked beyond its appearance?
Use independent spot checks at the beginning, middle and end of each claimed segment. Record GPS points, measured length and carriageway width, photograph kilometre markers and compare the surface with the design. Ask the technical agency for compaction, aggregate, asphalt or concrete test reports and for the laboratory identity. Where the documents are incomplete or the surface is already failing, DPRD can recommend sampling by an accredited, independent laboratory rather than relying on visual inspection.
The test should include the road’s edges and connections, not only the new pavement. Check shoulders, culverts, driveway crossings, signs and road safety. A new surface that leaves water trapped at the edge or breaks at an adjoining old section may meet a photograph-based claim while failing its public purpose. The applicable contract and the Directorate General of Highways’ current general specifications should control the technical pass-fail decision.
What evidence proves a bridge was delivered safely?
For a bridge, require the as-built drawings, concrete and steel test results, inspection reports and the engineer’s acceptance recommendation. On site, document deck width, approach roads, guardrails, expansion joints, visible cracking, bearings, abutments and river-bank protection. Ask whether the drainage path is open and whether scour or erosion has been recorded after heavy rain. DPRD members should not perform a structural safety assessment themselves; a qualified bridge engineer should interpret defects and recommend traffic restrictions or further testing.
The handover question matters. LKPP’s procurement guidance says inspection precedes handover and that completion must match the contract. DPRD should therefore ask to see the inspection minutes, handover certificate, outstanding-defect list and warranty or defect-liability provisions, rather than accepting “100 percent” as an unexplained administrative figure.
How can DPRD test whether drains actually work?
Inspect the whole drainage chain: inlet, channel, slope, culvert, outlet and receiving waterway. Measure dimensions against the bill of quantities and check whether sediment, waste, utility crossings or blocked outlets prevent flow. A drain can be newly built yet still flood a road if its outlet is lower, disconnected or undersized relative to the surrounding network. Test it during or immediately after rainfall when safe, and document the water level and the time needed for ponding to clear.
Weather evidence should be used carefully. The BMKG high-rainfall page available for this review displays a September 2026 warning and does not establish October conditions specifically for Serang. It is therefore a risk reference, not proof that a particular project has passed a storm test.
What do verified records say about Serang’s 2026 promises?
- In an 8 October 2026 statement at the Serang DPRD, the Banten provincial government said it completed eight village-road sections totalling 9.09 kilometres in Kabupaten Serang during 2025.
- The same statement identified 2026 work on Gunung Sari–Mancak–Anyer, rehabilitation of Cipatuk Bridge and repairs on Ciruas–Pontang, plus targets of 51.48 kilometres of neighbourhood roads and 11.76 kilometres of drainage.
- A 4 October 2026 provincial report recorded 2025 province-wide delivery of 61 village-road sections and one bridge totalling 71 kilometres, alongside 75 kilometres of settlement drainage. Those figures are provincial totals, not a verified Kabupaten Serang completion total.
- BPS Kabupaten Serang’s latest listed annual statistical publication is Kabupaten Serang Dalam Angka 2025, released on 28 February 2025. It is a baseline source, not an October 2026 completion dashboard.
What do the terms mean, and what remains unclear?
As-built drawings show what was actually constructed, including final dimensions and changes. Handover is the formal acceptance process after inspection; it is different from a political announcement. Defect liability is the contract period and mechanism for requiring correction of defects after acceptance.
What we know: official provincial statements identify named 2026 packages and targets, and procurement guidance provides for inspection before handover. What remains unclear: the public record reviewed here does not establish the final physical percentage, final payments, test results, handover dates, defect lists or post-rain performance for each named Serang package as of 14 October 2026. Those are precisely the records DPRD should publish or request before declaring delivery.
