Short answer: Banten’s fishing villages are entering the visitor economy mainly through infrastructure that can connect fisheries, food and marine-tourism experiences—not through a confirmed network of tourist attractions yet. As of 14 October 2026, five Kampung Nelayan Merah Putih (KNMP) sites in Lebak were reported under construction, while five sites in Tangerang were announced for development and four locations in Pandeglang remained at the proposal or verification stage.
The distinction matters. KNMP is a national coastal-development program led by the Ministry of Marine Affairs and Fisheries (KKP), designed first to make fishing and aquaculture villages more productive and integrated. Tourism is one qualifying potential, alongside fisheries and aquaculture; it is not evidence that a village is already open as a managed visitor destination.
Why is Banten’s coast becoming a bigger visitor-economy opportunity?
Demand already gives coastal communities a large market to serve. The Banten provincial government says the province recorded more than 24 million tourist visits in 2025 and that 50.06 percent of visitors chose beach destinations. That is a provincial claim and is not presented here as a substitute for BPS’s statistical series.
BPS reported 5.61 million domestic tourist trips to Banten in June 2026, up 4.87 percent year on year. It also recorded 240,681 international arrivals through Soekarno-Hatta International Airport in Banten and a 56.48 percent occupancy rate for star-rated hotels. These figures describe trips, arrivals and hotel use, not the number of people visiting a particular fishing village. They nevertheless show why local governments see a possible market for seafood, guided coastal experiences and village-based services.
What does Kampung Nelayan Merah Putih mean?
In KKP’s definition, KNMP is a transformation of a traditional coastal village or fish-farming settlement into a more orderly, productive and integrated area. The initial selection criteria included a population in which more than 80 percent work as fishers or fish farmers, clear and clean land of more than one hectare for production facilities, fish or aquaculture potential, marine-tourism potential, and integration with the Koperasi Desa Merah Putih.
The planned facilities explain the possible visitor-economy link. KKP lists piers, cold stores, ice plants, training halls, culinary centres, a viewing tower, boat docking, fish auctions, drainage and wastewater treatment, as well as offices. In practice, cold storage and ice are aimed at protecting fish quality and reducing operating costs; a culinary centre or viewing tower could also support visitors. The program’s core test, however, remains whether the settlement can strengthen livelihoods and fish distribution.
Where are the verified Banten projects?
- Lebak: An Antara report dated 4 September 2026 said five KNMP sites were being built in Muara, Bayah Barat, Darmasari, Sawarna and Cireunde. Construction was reported at the foundation stage, with completion targeted before December 2026. The planned package included a boat mooring, fish-landing shelter, ice plant, culinary centre, supply kiosks, docking and workshop facilities, a management office, bins, cold storage and an wastewater-treatment installation. The report does not establish that the sites are open for tourism.
- Tangerang: On 16 April 2026, Antara reported that KKP would develop about five KNMP locations along the north coast, with Tanjung Anom in Mauk identified for revitalisation. The facilities discussed included a cooperative, community health centre, abrasion barrier and ice plant. The wording described a staged plan, not a completed visitor attraction.
- Pandeglang: On 17 July 2026, the regency government said it had proposed four locations—one each in Carita and Panimbang, plus two in Sumur. They had been surveyed and were under verification; the local government said it had not yet received KKP’s formal designation letter. They should therefore be described as proposed locations, not confirmed operating KNMPs.
What facts are verified, and what remains unclear?
What we know: KKP’s legal database lists Ministerial Decree No. 55 of 2025 on candidate locations for Phase I KNMP development, dated 3 September 2025 and still valid. A KKP regional PPID page says 65 Phase I locations were officially designated, with a 2025 target of 100 and 35 additional locations being prepared. The Banten cases above show different stages: construction in Lebak, a development announcement in Tangerang and proposals awaiting formal confirmation in Pandeglang.
What remains unclear: No verified October 2026 source found for this article gives a public opening date, visitor count, ticketing system, tour route, operating hours or tourism-management body for the Banten KNMP sites. Nor is there evidence that facilities such as the culinary centres or viewing towers are already operating. Until local authorities publish those details, visitors should treat the settlements as working fishing communities and project sites, not assume access to construction areas.
Can fishing villages join tourism without losing their main livelihood?
The most defensible path is complementary use: fish landing and cold-chain facilities support the fishing economy, while cooperatives and culinary businesses can turn local products into visitor spending. Any tours, markets or food services should be arranged with the village managers and local authorities, with working docks and fishing operations kept safe and undisturbed.
Coastal conditions also require a routine safety check. BMKG’s maritime service publishes short-term forecasts for Banten waters, so travellers should consult the latest forecast before boat or shoreline activities. The broader opportunity is real, but the verified record as of 14 October 2026 is still a story of infrastructure being built and governance being organised—not a claim that every KNMP is already a tourist destination.
