Summary: Kampung Nelayan Merah Putih (KNMP) is giving Cikiruhwetan in Cikeusik, Pandeglang, new fishing infrastructure, including a fish auction area, cold storage, an ice factory, a boat workshop, fuel facilities and supply kiosks. But the viral prosperity story is ahead of the evidence: official sources document construction, expectations and early testimonials, not a measured rise in household income across Banten’s 15 planned 2026 locations.
The distinction matters. A modern facility can reduce spoilage and improve bargaining power, but it cannot by itself guarantee safe fishing days, affordable fuel, steady catches, transparent management or a higher net income.
What is the Kampung Nelayan Merah Putih promise in Banten?
The Banten provincial government says 15 KNMP locations were built in the province in 2026 under the Ministry of Marine Affairs and Fisheries. Cikiruhwetan is the site most clearly described in the public record. In a September 2025 preparation meeting, provincial and Pandeglang officials said the project would combine physical infrastructure with stronger fisher institutions, sustainable marine-resource management and better market access.
The national program is broader than housing or repainting a settlement. Antara reported in September 2025 that first-phase KNMPs were intended to include piers, roads, drainage, electricity, cold storage, ice factories, workshops, logistics centres and fuel stations. The reported national budget for the 65 first-phase locations was Rp1.34 trillion, with completion initially targeted for 2 December 2025. The State Secretariat later reported that construction at all 65 sites was 100 percent complete by the end of April 2026 and that KKP had created an operationalisation task force.
That language is important: construction completion is not the same as proven economic transformation. “Operationalisation” means the facilities still need organised management, users, maintenance and a functioning business model.
What do fishermen in Cikeusik say has changed?
In a Banten government report dated 29 September 2026, KUB Damarjati chair Rimo said the auction area was cleaner and more modern. He said fish prices had become more stable after the intervention, whereas prices had previously been set one-sidedly by middlemen, especially when catches were abundant. The same report described the ice plant, cold storage, workshop, fuel station and supply kiosks as available facilities.
Those accounts are meaningful evidence of perceived change, but they are not an independent before-and-after income survey. Another Banten report, published on 13 March 2026, recorded a more complicated picture. Fisher Mawardi said fuel had to be collected from a distant location, operating costs left little between revenue and expenses, and catch proceeds had to be divided among crew. He also said rough weather had discouraged many fishers from going to sea. Yusuf Khudaeri asked for continued mentoring so traditional-equipment users could move beyond the construction stage.
In other words, the people closest to the project are not describing a finished prosperity formula. They are asking whether the facilities will remain useful after the launch.
What does the verified record show?
- Location: Cikiruhwetan Village, Cikeusik District, Pandeglang Regency, at or around PPI Cikeusik.
- Provincial scale: Banten officials report 15 KNMP locations in 2026 and 133 fishing villages across 33 districts, although the public material reviewed here does not provide a single dated operating dashboard for all 15 sites.
- National phase-one status: The State Secretariat lists Cikiruhwetan among 65 first-phase locations and reports construction completion at those 65 sites by late April 2026.
- Facilities: Official descriptions include auction infrastructure, ice production, cold storage, workshops, fuel or supply services, piers and a fishermen’s hall or training space. The exact operating capacity and utilisation rate at Cikeusik are not published in the reviewed reports.
- Jobs: Antara reported a projection of up to 70 jobs per village. That is a target or estimate, not a verified employment count for Cikiruhwetan.
- Weather exposure: BMKG’s maritime page for waters west of Sunda Strait–Pandeglang displayed gusts of up to 30 knots in its 12–13 October 2026 forecast record. Weather information remains a practical constraint on fishing and transport, regardless of shore-based improvements.
What does “prosperity” mean here?
In this context, prosperity should mean more than a cleaner auction floor. It should be tested through net fisher income after fuel and crew shares, the price received per kilogram, catch losses, days safely at sea, access to ice and fuel, women’s and processors’ earnings, and the cost of maintaining shared equipment. It should also include who can use the facilities, how fees are set, and whether the cooperative or other manager publishes accounts.
KNMP is best understood as an integrated fisheries ecosystem: a linked set of landing, storage, processing, supply and market functions. The term does not mean that every household automatically becomes wealthier when the buildings are finished.
What we know, and what remains unclear as of 14 October 2026
What we know: Cikeusik moved from preparation in September 2025 to a publicly celebrated operating site by September 2026. Government and fishermen describe cleaner handling, new cold-chain equipment and hopes of stronger prices. The national program has a formal operationalisation mechanism, and the site is included in the reported first-phase map.
What remains unclear: The reviewed official material does not provide a verified October 2026 time series for household income, auction prices, catch volume, fuel costs, facility utilisation, maintenance spending, beneficiary numbers or job creation at Cikeusik. It also does not establish whether all 15 Banten sites are operating at the same level. Until those measures are published and checked independently, the fair conclusion is narrower: KNMP has supplied potentially valuable tools for a fishing economy, while the promised prosperity is still an outcome to measure, not a fact to assume.>
